Designed to generate clouds. 
(Does so by taking in large amounts of moisture through the opening
in his head when swimming and converts it into thick clouds). 

One True Place: 
As a fog machine in theatre productions with experiment 116.

Other Info: 
Fast swimmer and can fly for short periods of time as he travels from one body of water to another.

Activation:
136 was activated after the pod fell off a sail boat and rolled into the ocean.
