My idea for 611's activation will be that Gantu actually finds it and looks carefully this time and that he will threaten to destroy Lilo's house in they don't give the experiments to him. The galactic federation will then step in to restrain 611 and Jumba will try to convince him to start his life over, which he did and joined the Galactic Federation.
